What 1 Samuel 2:8 means
It means the God who holds up the whole world is the same God who lifts the poorest, most forgotten person into a place of honor.
These are Hannah's words. For years she was unable to have children and was shamed for it, until she prayed for a son and God gave her Samuel. This verse comes from the song of thanks she prays afterward, where she describes the kind of God who answered her: one who reaches down to the people the world has written off, the poor sitting in the dust and the needy on the ash heap, and seats them beside princes.
The closing line grounds that in something larger. The foundations of the earth belong to God, and he set the world on top of them. Hannah is claiming that the God who lifted her is the same God who holds everything up. If the whole world rests in his hands, no single life is too far down for him to raise.
