What Jeremiah 29:11 means
It means God told the exiles in Babylon that he had plans for their welfare and a future with hope, even in the middle of a long captivity.
God speaks this to Israel in exile, promising that their suffering is not the end of the story. The plans are for a people, over seventy years, and are not a guarantee of personal prosperity. Read in context, it is a promise that God remains faithful and purposeful even when life looks like loss.
