What Luke 4:18 means
Jesus reads an ancient prophecy about freeing prisoners and lifting up the poor, and announces that he is the one who fulfills it.
Early in Luke's Gospel, Jesus stands up in his hometown synagogue in Nazareth and reads aloud from the prophet Isaiah: words about being anointed to bring good news to the poor, freedom to prisoners, sight to the blind, and release to the oppressed. Then he sits down and says the scripture has been fulfilled in their hearing.
It is Jesus' opening statement of what his mission is about: real liberation for people who are poor, imprisoned, and crushed. The passage sets the tone for everything he goes on to do.
