What Proverbs 15:3 means

Wherever you are and whoever you are, God sees; the same watch warns the wrongdoer and reassures the wronged.

This line belongs to Israel's collected wisdom. It makes a sweeping claim: there is no place outside God's sight, and no one, wicked or good, falls outside his attention.

For someone doing harm in secret, it lands as a warning that nothing is truly hidden. For someone wronged and unseen by everyone else, it lands as comfort that they are not overlooked. The same all-seeing gaze reads as threat or as reassurance depending on what you are doing when you remember it.
