What Romans 8:28 means
It means that for those who love God, he works all things, including suffering, together toward good, according to his purpose.
Paul says God works all things together for good, even the painful ones. He does not call every event good; he promises that God can weave them toward good for those who love him and are called according to his purpose. The good he has in view, the next verses say, is being shaped into the likeness of Christ.
