What this verse means
The Teacher observes that just as we cannot trace the wind or explain how a baby's body forms in the womb, we cannot fully grasp what God is doing.
Ecclesiastes is the reflection of a figure called the Teacher, who examines life honestly and admits how much of it stays beyond human understanding. Here he sets two everyday mysteries side by side: the movement of the wind and the growth of a child hidden in the womb, neither of which anyone in his time could explain. What he teaches leads to humility, without tipping into despair. If we cannot account for even these ordinary wonders, we should not expect to master the larger work of God behind all of it.
The nearby verses turn that humility into freedom: because we cannot know the outcome, we should get on with sowing and working and living.
