What this verse means
The prophet asks the returned exiles who remembered the first temple to look honestly at how small its replacement seems, naming their disappointment out loud as the opening move before he calls them to build.
These words were spoken around 520 BC, to Jews who had come home from exile in Babylon and begun to rebuild the temple in Jerusalem that an empire had destroyed decades earlier. The work had stalled. The prophet Haggai was sent to get it moving again.
A few of the oldest people there had seen the first temple, the one Solomon built, before it fell. Beside their memory of it, the new foundation looked like nothing, and some of them wept. Rather than talk them out of the feeling, Haggai puts it into words. Who here remembers the old house, and does this one not look like nothing to you? He lets the loss be real.
Then the tone turns. In the verses that follow, he tells the people three times to be strong and to work, because God is with them. Their grief over the old house is real, and it is still not a reason to leave the new one unbuilt. A smaller, plainer temple, raised by a discouraged remnant, was worth building.
