Who despises the day of small things?… These are the eyes of Yahweh, which run back and forth through the whole earth.

What this verse means

It asks who dares despise small beginnings, promising that God himself rejoices to see the rebuilding start, however unimpressive it looks.

After decades of exile in Babylon, the Jews who returned to Jerusalem began rebuilding the temple, and the new foundation looked so modest next to the memory of Solomon's that the old men wept at the sight (Ezra 3:12 records it). Zechariah's vision answers that discouragement. Verse 6 gives the governor Zerubbabel the principle: 'not by might, nor by power, but by my Spirit.'

Verse 10 gives the promise. The 'seven eyes' of God range across the whole earth, and they rejoice to see Zerubbabel standing there with a plumb line, a builder's string for keeping a wall straight. Heaven's scale of significance was never size. The work that looks like nothing today is watched, and welcomed, from further up.
