What this verse means

It means that the leaders who were supposed to tell the truth were papering over a serious danger with reassuring words, announcing that all was well when it was not.

Jeremiah was a prophet in Jerusalem in the years before the city fell, and much of his book is him warning that disaster is coming while the people in charge insist everything is fine. In this chapter he turns to the priests and the other prophets, the ones whose job was to speak honestly, and accuses them of doing the opposite.

His picture is medical. There is a real wound, a deep one, and instead of treating it they give it a light dressing and pronounce the patient healed. "Peace, peace," they say, when there is no peace. It is an image of the comfortable lie: telling people what they want to hear so no one has to face what is actually wrong.
